Here's a scholastic study called "Endogenous Policy Decentralization:Testing the Central Tenet of Economic Federalism" that has a lot of information woven through it about liquor control in the United States over the period of 1934 to 1970. It's a PDF file and among other things includes maps of wet and dry counties as a function of time.
