Great pix Dan. The "STATE-CONGRESS MEANS WEAR" sign definitely suggests downtown Chicago at State Street and Congress Parkway, a likely parade route.

The car in the second picture appears to be a 1951 Mercury. See the "suicide" door handles. Also coincides with the big popularity of Howdy Dowdy in the early 1950s.
