Value on 4' Hamm's Bear

I have a friend wondering on value of 4 foot Hamm's Bear. He is buying for resale and has one in nice condition and guy is selling for $400. Good deal or not? Seems a little high but maybe not.....

The last one I saw in a antique store was mint @ $450. I was there for a year plus. Not sure of the actual sale price
