1973 schlitz Black Test Can Missing Cities

I found this can with a few others. It is missing Kansas City and Brooklyn.
I noticed it is a 1973 and the Schlitz BCCA Canvention can I have on ebay is the same year. I put all 3 test cans on ebay.

Any ideas of why the cities might be missing?

The KC and Brooklyn Breweries were closed prior to 1973. You'll see those cities on the 1971 dated cans.

That red can is pretty neat looking; too bad they never released it into the wild.

If you look on the 1973 BCCA Schlitz canvention can, they are on that one and other 1973 schlitz cans?
That is why I am asking. When they did this 16oz Black test can, the breweries may have been gone already and they used the 1973 printing plate for this test can?
